Open Letter To Ohio Governor John Kasich

Governor Kasich,


I Mike Morrison propose a bill for John Kasich the Governor of Ohio that would set the standard for the nation. If Ohio were to adopted this great proposed bill and pass it into law then Ohio would lead the nation in welfare reform, something we do need in this state of Ohio and the country. It will create much controversy in the nation and the state of Ohio but it is needed.

1. I propose that all people who receive welfare benefits from the government shall submit to a mandatory drug screening test for benefits.
The recipient must pass the mandatory drug screening test before they can receive payment of benefits for welfare. If the recipient of the welfare benefits fails the drug screening test then the benefits of that person will be denied to that person until the next cycle of payments the following month.

2. In the event that the welfare recipient fails the drug screening test the following month then the welfare recipient shall be subject to a mandatory substance abuse counseling sessions in order to receive future benefits.

3. If recipient fails to report the mandatory drug screening test then the welfare recipient shall be fined 10% of welfare benefits for the month paid to the state.
          3a. if welfare recipient refuses to take the mandatory drug screening test then recipient shall be subjected to additional fines paid to the state of Ohio and/or three days in jail.

4. If welfare recipient fails the mandatory drug screening test 8 out of the 12 month calendar year then the welfare recipient shall forfeit their the first two months of welfare benefits the next calendar year.
          4a. in the event that the welfare recipient has children and fails four of the twelve months mandatory drug screening test then the welfare recipient shall lose their children to the state and placed in foster care to protect the child or children from drug addicted parent or parents.
          4b. in order to have the child or children returned to the home of parent or parents the welfare recipient must pass the mandatory drug screening test six months consecutively. This is for the safety and welfare of the child or children. (Note 4a and 4b are provisions to ensure that the welfare recipient cares about the child or children and not using the child or children as a means to support their addiction.)

I Mike Morrison propose this bill to Governor Kasich because in my town of Zanesville, Ohio there are so many welfare recipients sell their food stamps for fifty cents on the dollar to buy their drug for personal use or to buy drugs and sell them to make even more money at the tax payer expense.
No matter how you look at it, it is welfare fraud and child endangerment.
